Emilie R. Ninan is Co-Chair of the firm's Finance Department and a member of Ballard Spahr's Expanded Board.

Emilie assists clients with obtaining lower-cost capital financing through the issuance of tax-exempt bonds. Emilie serves as bond counsel, underwriter's counsel, borrower's counsel, issuer's counsel, or trustee's counsel on a variety of municipal bond financings, including general obligation, revenue, conduit, utility system, health care, affordable housing, manufacturing, bioenergy, solid waste, and educational facility bond transactions.


Representative Matters

  • Served as underwriter’s counsel in connection with State of Delaware General Obligation Refunding Bonds and Delaware Transportation Authority’s Transportation System Senior Revenue Bonds
  • Served as bond counsel to the District of Columbia in connection with conduit financings for nonprofit organizations
  • Served as bond counsel with respect to the issuance of bonds by Public Finance Authority for the benefit of Bayhealth
