Emilie Ninan Named to Board of Directors of Women in Public Finance

Emilie R. Ninan, a public finance partner and former Co-Chair of Ballard Spahr’s national Finance Department, has been appointed to the Board of Directors of Women in Public Finance (WPF), a prominent national organization for women in the public finance industry.
Emilie’s three-year term begins January 1, 2026. WPF advances leadership opportunities for women in the industry by fostering relationships and providing educational activities and forums. Members include state and local government issuers, not-for-profit issuers, investment bankers, attorneys, financial advisers, rating agency analysts, bond insurers, and trust officers. The 20-member Board of Directors oversees WPF operations and policy, including actively promoting and implementing WPF’s strategic plan.
Based in Ballard Spahr’s Washington, D.C., and Wilmington, Delaware, offices, Emilie has decades of experience assisting clients in securing cost-effective capital, representing financial institutions, nonprofit organizations, government entities, and corporations in a wide range of tax-exempt and taxable public finance and commercial lending transactions. Her finance work spans industries, including the education, health care, housing, manufacturing, solid waste, transportation, and energy sectors. Emilie provides strategic guidance through complex negotiations and documentation as bond counsel, underwriter’s counsel, lender’s counsel, and borrower’s counsel in general obligation and revenue bond financings and advises on debt restructurings and bond defaults.
In 2022, she received the Freda Johnson Award for Trailblazing Women in Public Finance, presented by The Bond Buyer and Northeast Women in Public Finance (NEWPF). Within the firm, Emilie’s leadership roles have included Office Managing Partner in Delaware and Chair of the Public Finance Department, which preceded the formation of the Finance Department.
