Constantinos G. Panagopoulos is a general commercial litigator with extensive experience in handling a wide variety of matters. He has represented clients in numerous internal and government investigations including the investigation and defense of False Claims Act claims. He has represented lenders in commercial real estate recovery, consumer financial services, and mortgage banking related matters. He also represents clients in various labor and employment matters including Department of Labor audits and investigations, and the investigation and defense of claims related to discrimination, harassment, and other civil rights litigation. He handles grievance arbitrations, and restrictive covenant/trade secret claims.

Dino has significant experience handling commercial litigation involving contracts, partnership disputes, class actions, and lender liability. He also assists financial institutions and other lenders in working out non-performing and defaulted loans and in negotiating and drafting related agreements. He routinely represents clients in enforcement proceedings before federal and state administrative agencies. He also has represented contractors and building owners in hazardous materials cases, including lead-based paint and mold remediation.

Dino's litigation experience includes arbitrations and state and federal jury and non-jury trials. He has argued cases before numerous state and federal appellate courts.

  • Represented clients in numerous investigations and audits conducted by HUD OIG, FHFA OIG, DOJ, IRS and the SEC relating to alleged commercial mortgage loan fraud
  • Defended and prosecuted contractors in mold-related defective construction claims in Minnesota, the District of Columbia, and Virginia, including claims related to the Senate childcare facility
  • Represented lenders in lender liability actions in Virginia, Pennsylvania, the District of Columbia, New Jersey, Texas, Oklahoma, and Indiana

Pro Bono Experience

Dino is a member of the firm’s pro bono committee and has represented clients in a variety of pro bono matters. In 2013, he was honored by the Washington Lawyers' Committee for Civil Rights and Urban Affairs in recognition of his outstanding pro bono service contributions to the Washington, D.C. community and was a recipient of Ballard Spahr's 2013 Alan J. Davis Award, for his pro bono work as a member of the Prisoner Civil Rights Team.
