Attorneys in the firm’s P3/Infrastructure Group have negotiated and closed some of the nation’s largest and most advanced P3 and other alternative project delivery transactions.

Our law firm has represented federal, state, and local government agencies, universities, and other public-sector entities, as well as private developers, investors, and lenders in infrastructure projects across the nation. In representing clients on all sides of these transactions, we provide all of our clients depth, range, and perspective as we steer each client—and each project—through challenging situations to get the deal done.

Our projects have made a profound impact on communities across the country. Our lawyers have worked with clients on complex projects spanning bridge/bridge package, highway, energy-generating facility, water/wastewater treatment plant, hospital, university facility, courthouse, port, rail station, and other public transportation and transit infrastructure, social infrastructure, and municipal infrastructure (including smart city technology).

Experience 

Highway/HOT Lane/Bridges

  • VDOT Projects – I-95/395/Fred Ex and NEXT and Coalfields
    Served as counsel to the Virginia Department of Transportation in connection with the development of the I-95/I-395 HOT Lanes south of Washington, D.C.; the extension of the Capital Beltway HOT Lanes and the redevelopment of the American Legion Bridge; and the renegotiation and restatement of concession for the remaining sections of the Coalfields Expressway. This was featured as a winning infrastructure finance deal at the 2023 Proximo North America Awards.
  • GDOT Projects – U.S. 285/400, East Interchange (DBF), West Interchange (DBF), Design-Build Program
    Served as counsel to the Georgia Department of Transportation in connection with the I-285/SR 400 Reconstruction Project, the reconstruction of interchanges in the Atlanta area; the I-285/I-20 East Interchange DBF Project; the I-285/I-20 West Interchange DBF Project; and various design-build projects. Also completed a refresh of GDOT’s design-build procurement documents and design-build agreements.

Rail/Intermodal

  • Amtrak
    Served as counsel to Amtrak in connection with the DBFOM redevelopment of 30th Street Station in Philadelphia and Baltimore Penn Station, and the development of property adjacent to Chicago Union Station. Also represented Amtrak in negotiations with the New Jersey Transit, the State of New Jersey, and the Port Authority of New York/New Jersey with respect to the development of a new Portal North Bridge, which is the first leg of the Gateway Project.
  • MTA/MDOT - Purple Line LRT
    One of our attorneys served as counsel to the Maryland Transit Administration and Maryland Department of Transportation and for the Purple Line Light Rail Project. The firm also served as bond counsel to the Maryland Economic Development Corporation in connection with the issuance and refunding/reissuance of private activity bonds to finance the project.

Social Infrastructure

  • Miami Dade County Courthouse
    Served as lender’s counsel to the winning developer in connection with the Miami-Dade County Courthouse Project.
  • D.C. Streetlights P3
    Served as sponsor’s counsel to a shortlisted proposer in the D.C. Streetlights P3 Project.

University Projects

  • University of Florida
    Served as counsel to the University of Florida in connection with the DBFOM P3 development of a new central energy plant on its Gainesville, Florida campus.
  • University of Idaho
    Served as counsel to the University of Idaho in connection with the master development of multiple project on its campus. Served as lender’s counsel to the winning developer in connection with the financing of the University’s monetization project.
