Making the most of opportunities and challenges that stem from government policy, legislation, and regulation requires a comprehensive, forward-looking approach. We provide strategic advocacy in Washington, D.C., and state capitals across the country.

Government has a profound impact on American commerce. Members of Ballard Spahr's Government Relations and Public Policy Group advocate for businesses, organizations, and institutions before elected officials, their staffs, governing bodies, and public agencies to help advance clients' business and policy objectives.

We serve as our clients' eyes and ears on Capitol Hill and in statehouses nationwide, and help them comply with the many laws and regulations that govern lobbying and other interaction with the government.

Relationships and Knowledge

Through years of experience, including in the public sector, our government relations professionals have cultivated exceptional working relationships with key policymakers. Coupled with our deep knowledge of how government operates, these relationships help us anticipate issues and identify legislative and regulatory initiatives being developed that could affect clients' businesses. Our deep knowledge of the industries where we advocate—higher education, health care, financial services, energy, and many more—enables us to understand the policy context of our clients' goals. We then leverage our strategic planning experience to help clients design and implement effective, proactive solutions.

The Government Relations and Public Policy Group also assists clients with public procurement and contracting, including public-private partnerships and cooperation agreements. They help clients maximize government subsidies and incentives such as tax credits and abatements as well as workforce and other grants.

The Group works in concert with the firm's Political and Election Law practice to ensure outreach efforts comply with applicable laws and regulations, including the Lobbying Disclosure Act and rules for forming and operating political action committees, or PACs.

Federal Government Relations

Our Washington, D.C.-based federal lobbying team advocates for clients before Congress, the Executive Branch, and federal agencies.

Our team's attorneys and government relations professionals have worked on Capitol Hill as professional staff and counsel for members of Congress, congressional committees, federal agencies, industry trade associations, and corporate government affairs departments.

They know the D.C. landscape and are well-versed in the federal legislative and budget processes. Team members are familiar faces in the halls of Congress, Senate and House office buildings, and the federal bureaucracy, where they have forged positive relationships with important contacts. Just as importantly, they have developed deep knowledge and experience in substantive areas of commerce and industry. These include health care, education, energy, natural resources and the environment, financial services, telecommunications, and federal land use.

With insiders' knowledge of breaking developments as well as relevant legislative history, team members can steer clients clear of trouble, educate lawmakers and regulators, draft proposed legislation, and garner support. They also draft proposed program policies and rules at the agency level to complement efforts on The Hill.

State Government Relations

We offer a range of advocacy services at the state level, where the business terrain varies from one to the next.

From 15 offices across the country, we ensure that our clients' voices are heard. Our nationwide footprint enables us to effectively monitor government activity and provide data and direct assistance in policy research and legislative efforts. In economic development and government contracting matters, we use our knowledge of local markets and jurisdictions to help clients identify and pursue opportunities that fit their business needs.

Our experience equips us to structure transactions that meet the requirements of public programs promoting business expansion and economic development. Our team is well-positioned to develop and execute state-by-state strategies for meeting a variety of goals across industries, and we move aggressively to protect those goals when they are threatened.
