Catherine Warren is an associate in the firm’s Litigation Department and focuses her practice on government and administrative matters, environmental law, and commercial litigation. She has experience with state attorneys general investigations and litigation, including multistate enforcement actions. In addition, she assists clients in environmental litigation matters and provides counsel on regulatory and transactional issues related to the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Toxic Substances Control Act, California's Prop 65, emerging issues related to per- and polyfluoroalkyl substances (PFAS), as well as state and local level regulatory requirements. She also has experience working on a wide variety of commercial issues, including business, securities, and real estate disputes. Catherine has dedicated her time to assist with pro bono matters and has been a key member in class action civil rights litigation.

Prior to joining Ballard Spahr, Catherine worked with pharmaceutical, health care, and biotech startup companies on a range of legal issues. While in law school, Catherine was a law clerk at the U.S. Department of Justice, Civil Division, Federal Tort Claims Act Section and interned with Administrative Law Judge Antoinette Eates at the U.S. Equal Employment Opportunity Commission.

Representative Commercial Litigation Matters

  • Serves as counsel for a loan servicer in wide-ranging state attorneys general litigation matters and government investigations regarding student loan servicing and collection practices.
  • Represents financial institution in a lawsuit involving claims under the Colorado Consumer Protection Act and claims for fraud, negligence, and civil conspiracy. Successfully defeated claims at summary judgment and currently representing on appeal.
  • Represented storage company in breach of contract dispute over real estate purchase agreement involving hazardous chemicals.

Pro Bono Experience

Catherine maintains an active pro bono practice. Her recent matters have included:

  • Represents authors and publishers in action against county school board alleging constitutional violations because of removing and restricting access to books in public schools
  • Represented class action plaintiffs in lawsuit against county officials involving allegations related to debtor's prison
