Kimberly Casey Reed focuses her practice in the area of public finance and has served as bond counsel, special disclosure counsel, and underwriter's counsel in a variety of municipal finance transactions—including general obligation bond issuances, lease purchase transactions (certified and direct leases), revenue-backed financings (secured by sales taxes, property taxes, tax increment, system revenues, intergovernmental revenue-sharing arrangements, and public improvement fees), direct loans to governmental entities, and credit-enhanced securities. She co-leads the firm's Special Districts team. 

During her over 20-year career, Kimberly has provided bond, disclosure, or underwriter's counsel in connection with more than $1 billion in tax-exempt municipal financings and has been an integral member of financing teams for hundreds of successful projects in Colorado. She has worked with a variety of issuers in transactions, including Colorado special districts, cities, towns and counties, nonprofit corporations, school districts, urban renewal authorities, airport enterprises and authorities, and regional transportation authorities. In addition, Kimberly has represented Colorado special districts, nonprofit issuers, and leasing entities as general counsel; served as special counsel to governmental entities with respect to negotiating revenue sharing agreements with private developers; and provided due diligence services to real estate developers in connection with property purchases involving special districts.

Representative Matters

  • Worked in various capacities with urban renewal authorities formed by the Cities of Aurora, Broomfield, Denver, Lakewood, and Loveland, as well as the Town of Timnath in connection with tax increment financings
  • Served as bond, disclosure, underwriter's, or placement agent's counsel in complex municipal financings for commercial, residential, and mixed-use development and redevelopment projects in the Denver metro area, including: Stapleton in Denver; Colorado Mills and BelMar in Lakewood; Cornerstar, Southlands, Lowry, and Saddle Rock in Aurora; Candelas in Arvada; Copperleaf in Arapahoe County; Midtown and Reunion in Adams County; Sterling Ranch in El Paso County; Park Meadows and Ridgegate in Lone Tree; The Canyons in Castle Pines; Terrain in Castle Rock; Centerra in Loveland; Water Valley in Windsor; Prairie Center in Brighton; and Foothills Mall in Fort Collins.
