Andrew is an antitrust and competition litigator with over 20 years of experience who represents national and international clients in a variety of matters, including before the Federal Trade Commission (FTC) and Department of Justice (DOJ). He began his career as a trial attorney at the Federal Trade Commission, where he managed high-profile antitrust enforcement actions while assisting the Commission leadership in formulating competition policies and enforcement agenda.
Andrew’s antitrust practice focuses on counseling clients on antitrust compliance, defending antitrust investigations, conducting multi-claim antitrust litigation, and orchestrating merger clearances under the Hart-Scott-Rodino (HSR) Act. Andrew has advised multinational corporations on antitrust proceedings spanning industries such as semiconductor, display, automotive, lithium-ion battery, energy, transportation, consumer, and medical products.
In addition to his antitrust practice, Andrew maintains an active commercial counseling and dispute resolution practice for his clients. Due to his frequent role as outside general counsel for many of his clients, he effectively manages and resolves disputes on a wide range of matters spanning from product liability, trade secrets, labor and employment, and international trade. His recent matters included coordinating nationwide defense of toxic tort claims, effectuating timely recalls of consumer products before the Consumer Product Safety Commission (CPSC), defending national employment discrimination claims simultaneously in multiple venues, formulating offensive trade secrets claims against client’s rivals under the Defend Trade Secrets Act (DTSA), and responding to various trade investigations before the International Trade Commission (ITC).

Representative Matters
- Antitrust counsel for an international petroleum refiner in a DOJ grand jury antitrust investigation and parallel civil investigations involving allegations of price-fixing conspiracies for its supply of fuel to the US Government. Successfully resolved both criminal and civil proceedings with a court-approved settlement order.
- National coordinating counsel in a nationwide mass tort litigation involving symptoms of respiratory illness allegedly caused by the client’s negligent design, manufacture, or warnings about its products.
- Lead counsel in a trade secrets litigation under the Defend Trade Secrets Act (DTSA), involving alleged misappropriations of the client’s technologies for the recycle of key electrode materials used in the manufacture of EV lithium-ion batteries—one of the rapidly growing segments in the EV industry.
