
Lee Silverman has decades of experience with advising and advocating for clients in a range of real property litigation, with emphasis on eminent domain and related land use matters. He has significant experience at the administrative, trial, and appellate levels with matters involving real property, equity, public utilities, and transportation safety. His experience also encompasses trespass, personal injury, and personnel matters.
Lee served for nearly 30 years as in-house counsel at the Pennsylvania Department of Transportation, including 15 years as Assistant Chief Counsel. As supervising attorney for PennDOT’s Southeastern Regional Office, Office of Chief Counsel, he led legal teams on cases with statewide impact, including complex and unusual cases. Lee represented the Commonwealth of Pennsylvania in more than a thousand hearings, including trials on numerous eminent domain matters and cases with tens of millions of dollars at stake. Lee’s position involved corresponding on behalf of PennDOT with public agencies, municipalities, government officials, elected representatives, and other individuals and entities.

Successfully defended Pennsylvania Department of Transportation in jury trials where verdicts were at least $1 million less than awards issued by the boards of view
Successfully defended Department in a jury trial for the acquisition of more than six miles of established railroad corridor; jury returned verdict $7 million less than original board of view award
Successfully defended Department in jury trial where verdict awarded less than offer of just compensation
Successfully settled and negotiated a remittitur of approximately $10 million from an original $22 million award
Provided legal counsel to multiagency planning committees for 2015 Papal visit to Philadelphia and 2016 Democratic National Convention in Philadelphia.
