Hester M. Parrot


Hester M. Parrot focuses her practice in the area of public finance, with a particular emphasis on tax-exempt bond financings, in which she assists clients in the tax structuring of governmental and private activity bond transactions. She has extensive experience working with charter schools in Colorado and throughout the country. She also assists other 501(c)(3) organizations and government entities—ranging from small towns and special districts to large cities, counties, and state-level issuers—in achieving their tax-exempt financing goals. Hester continually serves as tax counsel, bond counsel, disclosure counsel, and underwriter's counsel on transactions involving the issuance of a variety of debt instruments, including general obligation bonds, revenue bonds, certificates of participation, conduit private activity bonds, and single-family mortgage revenue bonds.


Representative Matters

  • Assisted various municipalities in issuing tax-exempt bonds and mortgage credit certificates to provide financial assistance to residents purchasing single-family housing
  • Worked with charter schools in Colorado, New York, Arizona, California, Nevada, Pennsylvania, Utah, and Illinois to obtain financing for their permanent facilities
  • Advised municipalities and nonprofit organizations in financing projects requiring private activity bond volume cap allocation under the Internal Revenue Code
