
Hester M. Parrot focuses her practice in the area of public finance, with a particular emphasis on financings that benefit charter schools in the state of Colorado and throughout the country. She also assists other 501(c)(3) organizations and government entities—ranging from small towns and districts to large cities, counties, and state-level issuers—in achieving their tax-exempt financing goals.
For more than a decade, she has served as counsel in bond financing transactions for more than 50 different charter schools across the country and helped clients issue in excess of $1 billion for projects located in Colorado. In addition, Hester has served as bond counsel, disclosure counsel, and underwriter's counsel on transactions involving the issuance of a variety of debt instruments, including general obligation bonds, revenue bonds, certificates of participation, conduit private activity bonds, and single-family mortgage revenue bonds.

Representative Matters
- Served as bond and disclosure counsel on the largest tax-exempt bond financing for a charter school in Colorado
- Worked with charter schools in Colorado, California, Nevada, Pennsylvania, Utah, and Illinois to obtain financing for their permanent facilities
- Advised municipalities and nonprofit organizations in financing projects requiring private activity bond volume cap allocation under the Internal Revenue Code
- Assisted various municipalities in issuing tax-exempt bonds and mortgage credit certificates to provide financial assistance to residents purchasing single-family housing
