Sean Rucker is an associate in the firm’s national Finance Department, focusing his practice primarily on housing finance and public finance matters. Sean counsels lenders, underwriters, credit enhancers, and issuers on the origination, structuring, issuance, purchase, and securitization of tax-exempt and taxable securities in connection with an array of industries, including multifamily housing, municipal infrastructure, education, health care, and 501 (c)(3) financings. Sean regularly represents government-sponsored enterprises and their seller/servicers as joint counsel on affordable multifamily housing financings nationwide, including the securitization of existing debt secured by multifamily developments.

His experience also includes advising on public policy—prior to joining Ballard Spahr, Sean served as appointed special counsel in the Executive Office of Michigan Governor Gretchen Whitmer, advising the Governor and her legal team on proposed legislative and executive measures crafted in response to the COVID-19 pandemic.
