Sean Rucker is an associate in the firm’s Finance Department, focusing on public finance matters. He serves as bond counsel to local municipalities, including cities, townships, counties, school districts, and both state and local authorities in securing financing for infrastructure improvements. Sean has experience drafting bond ordinances, trust indentures, and bond authorizing resolutions, as well as preparing closing documents and certificates.

Prior to joining Ballard Spahr, Sean served as Appointed Special Counsel in the Executive Office of Michigan Governor Gretchen Whitmer. He worked to facilitate and execute Michigan’s response to the COVID-19 pandemic by advising Gov. Whitmer and her legal team on proposed legislative and executive measures intended to combat the spread of the virus.
