
Megan McCarthy is an associate in the firm’s Finance Department, focusing her practice on public finance matters. She practices principally in the areas of general obligation bond financings, conduit revenue bond financings (including 501(c)(3), affordable housing, essential housing and charter school transactions), and economic development and redevelopment (including abatement and tax increment), serving as bond counsel or underwriter’s counsel. Megan drafts and reviews a variety of complex financings documents, including offering documents, bond purchase agreements, trust indentures, loan agreements, continuing disclosure agreements, and regulatory agreements. She analyzes municipal securities law issues and interprets state and federal statutes to determine bonding authority for local government entities. Megan has experience representing and advising clients on bankruptcy and other debt solutions.
Megan has volunteered as a certified tax preparer, focusing on serving Spanish speaking clients, for AccountAbility Minnesota.
