Ezra Hammer is a land use attorney with more than a decade of experience in the development and housing sectors. He advises clients on complex land use matters and development potential for housing, commercial, industrial, and institutional uses. Prior to joining Ballard Spahr, Ezra was Executive Vice President of Operations for Richmond American Homes, where he oversaw all day-to-day operations, and Vice President of Policy and Government Relations for the Home Building Association of Greater Portland, where he oversaw government affairs efforts throughout the Portland metro region and surrounding counties.

Ezra also worked as a land acquisition manager for Taylor Morrison Northwest, a major national homebuilder, and gained additional experience as a senior land use planner for Los Angeles Councilmember Mike Bonin, where he negotiated multimillion-dollar development agreement packages for large-scale land use developments.

In his legal practice, Ezra regularly appears before hearing examiners, planning commissions, city and county councils, administrative hearing boards, and courts in the Pacific Northwest. He specializes in land use and permitting due diligence and working with clients to develop strategies to achieve project goals. Ezra is a regular contributor to the Multifamily Marketwatch Podcast.
