Alyssa Domzal represents owners, developers and investors in a wide range of commercial real estate transactions, including acquisitions and dispositions, site development and construction, project financing, and leasing. In addition, she represents clients in land use, zoning, and other entitlement matters, particularly in Baltimore, including before administrative bodies such as planning commissions and zoning appeals boards. Alyssa had a lead role on behalf of the development industry in the recent enactment of the Baltimore City’s new zoning code and regularly advises clients on development incentives and governmental procedure and processes for project approvals.

Alyssa is engaged in the local community as the President of the Board of Directors of One House at a Time (OHAAT), which serves as a receiver for the Baltimore City to take control of vacant properties and reposition them for disposition and redevelopment.

Experience 

Representative Matters

  • Represents developer of 235-acre Baltimore Peninsula redevelopment project in Baltimore. The project will require an investment of approximately $6.9 billion over roughly 25 years and includes an authorized $660 million tax increment financing. The firm is handling all legal aspects of the project and helped negotiate a groundbreaking community benefits agreement with Baltimore city. The development includes a new global headquarters, residences including affordable housing, retail facilities, and extensive public amenities.
  • General Counsel to the master developer of Baltimore’s UMB BioPark, RPC Health Sciences Research Park Corporation. The 16-acre BioPark on the University of Maryland Baltimore’s campus consists of 2 MSF of lab and office space in 12 buildings, garage parking, and landscaped parks along with the State of Maryland’s Forensic Medical Center, a 631-space parking garage, and two multitenant buildings totaling 360,000 square feet. The team assisted the developer in obtaining all land-use approvals, negotiating acquisitions with public and private landowners, and preparing development and lease documents for all buildings in the park. We also represented the BioPark in amending and replacing the Planned Unit Development (PUD) ordinance which creates a dramatic expansion of the park’s capacity, including a $250 million Proton Treatment Center. The firm has handled both transactional and regulatory/land use matters.
  • Represented Topgolf in the development of its entertainment facility in Baltimore, including acquisition, negotiations with public and private parties, and all related land use entitlements involving the City Council and Zoning Board. The team also took the project through Maryland’s Voluntary Cleanup Program for environmental work at the site. The property was acquired from the City of Baltimore, whom previously granted purchase rights to the adjoining casino owner, subsequently transferred to Topgolf.

Pro Bono Experience

  • Represented a neighborhood development nonprofit in the $30MM financing for the rehabilitation of an 85,000-square foot Hoen Lithograph building complex in East Baltimore as a center for neighborhood innovation, including investment from State and Federal Historic Tax Credits and New Markets Tax Credits.
  • Represented a community development corporation in the acquisition and redevelopment of historic property in West Baltimore for use as a stabilization center for people with drug addiction.
  • Previously, served as a Peace Corps Volunteer in Peru from 2006-2008.
