Catherine Bourque is an attorney in Ballard Spahr’s Real Estate Department, with experience advising federal government programs on compliance with federal laws, legislative and regulatory processes, and federal appropriations law.
Prior to joining the firm, she was an attorney adviser for the U.S. Department of Housing and Urban Development’s Office of General Counsel. In this role, she advised on community development programs distributing millions of grant funds, oversaw a major overhaul to program regulations, counseled program clients, and worked internally and with other federal agencies to meet client program office objectives.
Catherine also served as an attorney adviser for the Social Security Administration’s Appeals Council, a staff attorney for the Legal Counsel for the Elderly, and a legal fellow for the Borchard Foundation Center on Law and Aging.
