David A. Atlas

David Atlas is an associate in the firm’s Finance Department, focusing his practice on public finance transactions and other related financing matters. David has experience serving as bond counsel, underwriter’s counsel, disclosure counsel, and borrower’s counsel in a wide array of public finance transactions, including financings for P3/infrastructure, health care, educational/cultural institutions, student housing, project finance, and energy, among others.

Before joining Ballard Spahr, David worked for a nationally recognized bond counsel firm located in New Jersey, where he represented issuers, borrowers, and underwriters in tax-exempt and taxable revenue bond transactions and other financing matters. David also previously worked for the New York City Economic Development Corporation as a Compliance Attorney, with a focus on monitoring 501(c)(3) revenue bond issuances.
