P3 Yearbook 2024: Strong Tailwinds, More Balanced Risk, Workforce Challenges

John P. Smolen was one of the Public-Private Partnership sources to whom Partnerships Bulletin spoke for its 2024 Yearbook.

"I'm hopeful the swing will come back to the center," Mr. Smolen said when asked about the conversation around risk in 2023 and how it may be different in 2024. "I believe the private sector has made its case on some third-party risks as being costly, unpredictable, and more difficult to ensure. I also think progressive approaches are changing the discussion on risk allocation. I believe there will be more sharing, more investigation, and hopefully more confidence in these progressive approaches moving forward."
