Andrew Wang is an associate in the Finance Department, focusing on public finance and tax matters. He regularly serves as counsel to issuers, borrowers, underwriters, and credit enhancers in tax-exempt bond financings for projects spanning diverse industries including education, health care, housing, public infrastructure, solid waste recycling, transportation, and public utilities.
Andrew also has experience representing Government-Sponsored Enterprises in the securitization of tax-exempt affordable housing bonds and other complex debt instruments. In addition, he has represented Community Development Entities in a number of New Markets Tax Credit transactions.
Before joining Ballard Spahr, Andrew served as in-house counsel at a global professional services firm, where he focused on mergers and acquisitions tax matters.

- Bond counsel to a California joint powers authority in connection with its issuance of approximately $1.1 billion of tax-exempt bonds to finance the prepayment of renewable electric energy
- Underwriter’s counsel in a public-private partnership transaction involving the issuance of approximately $1.3 billion of tax-exempt bonds to finance the construction of a toll bridge in Louisiana
- Underwriter’s counsel in connection with the issuance of $750 million of tax-exempt bonds to finance the construction of a research center and a new patient tower for one of the nation’s leading pediatric medical centers
