David L. Winstead Elected to Board of National Federal Development Association

David L. Winstead has been elected to the board of the National Federal Development Association (NFDA), a national association of private property owners and service providers who lease or provide service to government tenants.

Mr. Winstead is a member of Ballard Spahr’s Real Estate Department. His practice has focused on real estate development and transactional matters, infrastructure issues, public-private partnerships, and government contracts as well as regulatory matters. Mr. Winstead joined Ballard Spahr following his appointment by President George W. Bush as Commissioner of Public Buildings at the U.S. General Services Administration. As Commissioner, he was responsible for the asset management, construction, and operations of a portfolio of 1,500 federal buildings, as well as 190 million square feet of space leased to accommodate over 1 million federal workers. He also serves on the Public Buildings Reform Board as well as BOMA’s National Advisory Board and the Real Estate Roundtable.
