Experienced Bond Attorney Victoria Bowser Joins Ballard Spahr in Washington, D.C., Office

Victoria Bowser, an experienced bond lawyer who has advised clients on financings for projects ranging from pollution control facilities to major hospitals, has joined Ballard Spahr's Public Finance Department in the firm's Washington office.

Ms. Bowser has more than a decade of experience counseling state and local governmental issuers as well as borrowers and underwriters of federally taxable and tax-exempt bonds. She has served as bond counsel, issuer's counsel, borrower's counsel, disclosure counsel, and underwriter's counsel in numerous financing transactions for a variety of projects.

Ballard Spahr's Washington, D.C., office is an important hub for the firm's national public finance practice, which in 2017 earned Public Finance Law Firm of the Year honors from U.S. News & World Report – Best Lawyers. The firm's Public Finance Department has participated in the issuance of more than $1 trillion of tax-exempt obligations in all states, the District of Columbia, and U.S. territories. Ballard Spahr's public finance lawyers in D.C. advise on financings involving economic and industrial development, housing, hospitals, transportation facilities, general municipal bonds, and tax increment/special assessment districts. The practice includes attorneys who formerly served in high-level positions in the U.S. Department of the Treasury.

Ms. Bowser's experience includes economic development bond financings utilizing revenue, tax increment financing (TIF), and special assessment funds for debt repayment. She has handled financings for pollution control and solid waste disposal facilities for utility companies and economic development bonds for port authorities and corporate borrowers. She also has handled issuances of revenue bonds for the benefit of nonprofit and governmental hospitals, health systems, academic medical centers, colleges, universities, health care-related entities, and other nonprofit organizations.

Ms. Bowser advises on all aspects of bond financing, including taxation, securities matters, marketing, sale, issuance, post-issuance compliance, and continuing disclosure. She has worked on current and advance refundings, master trust indentures, variable and multimodal interest rate structures, certificates of participation, remarketings, and credit and liquidity facility substitutions and disclosure.

Ms. Bowser previously practiced at Squire Patton Boggs in Cleveland and joins Ballard Spahr as of counsel.
