Charles D. Treece's practice focuses primarily on representing the government-sponsored enterprises and their respective networks of seller/servicers and lenders in financing multifamily housing developments throughout the United States. Chuck is particularly experienced in financing affordable multifamily housing developments using tax-exempt debt and low income housing tax credits, and routinely structures, negotiates, and advises on transactions involving the credit enhancement (on a primary- or secondary-market basis) or direct placement of such debt. Chuck also has aided clients in the design and development of new products and product enhancements aimed at encouraging the development of affordable multifamily housing, and has advised on the purchase and securitization of seasoned tax-exempt and taxable debt secured by such multifamily housing developments.

In addition to his lender-focused work in multifamily housing, Chuck has served as bond counsel, underwriter’s counsel, trustee’s counsel, borrower’s counsel, and disclosure counsel for state and local municipalities and agencies/authorities, institutional lenders, and nonprofit entities on tax-exempt and taxable financings related to multifamily housing, single-family housing, infrastructure/utilities, charter schools, universities, and special assessment and tax increment financing districts.

Before rejoining Ballard Spahr in September 2019, Chuck was Associate General Counsel in Fannie Mae's Multifamily Division.
