Racquel A. Muindi is an associate in the firm’s Finance Department, focusing her practice on P3/infrastructure, energy, and project finance matters. Racquel advises clients on large and complex public projects, including those within the transit and social infrastructure spaces. Racquel has represented project owners through key phases of the project delivery lifecycle, including deal structuring, procurement package development, evaluation and selection, negotiation, and commercial and financial closing. Racquel has also advised corporate clients through multi-billion-dollar cross-border deals involving entity formation, commercial contracts, restructurings, and private equity transactions.

During law school, Racquel served as a legal intern with the Office of the Judge Advocate General at U.S. Army Europe in Wiesbaden, Germany, where she supported the Army Judge Advocate General's Corps attorneys and local counsel handling civil and criminal matters.

Representative Matters

  • Los Angeles County Metropolitan Transportation Authority – Owner’s counsel for the Sepulveda Transit Corridor and Link Union Station projects utilizing pre-development agreement (PDA) and construction manager/general contractor (CM/GC) delivery of transit and transit-related improvements.
  • City of Inglewood – Owner’s counsel for the Inglewood Transit Connector P3 project advising on deal structuring, project planning, and procurement matters. Represented Owner in ancillary partnership with a private national parking and shuttle operator to implement key components of a City-wide transportation management program for the area surrounding SoFi Stadium, the Los Angeles Stadium Entertainment District at Hollywood Park development, and planned Inglewood Basketball & Entertainment Center.
  • Joint Rules Committee, California State Legislature – Owner’s counsel for the Annex Replacement and Visitor/Welcome Center social infrastructure projects at the State Capitol utilizing early contractor involvement delivery in simultaneous procurements for an exhibit designer, architect/engineer, design-builder, and construction manager.

Pro Bono Experience

Racquel regularly serves as a pro bono attorney for the Legal Aid Foundation of Los Angeles assisting clients with their criminal record expungement petitions.
