Racquel A. Muindi is an associate in the firm’s Finance Department, focusing her practice on advising private and public sector clients on complex P3/infrastructure, energy, and project finance matters within the transportation, transit, utility and social infrastructure spaces.
Racquel advises clients on key issues and complexities surrounding project development, procurement, deal structuring, bid preparation, and financing. Racquel has played a leading role in the procurement of P3 projects in California, Pennsylvania, Florida, and Georgia, with substantial experience in pre-development delivery. Racquel also has experience advising corporate clients through multi-billion-dollar cross-border deals involving entity formation, commercial contracts, restructurings, and private equity transactions.
- Represented the Pennsylvania Department of Transportation in connection with the Major Bridges P3 Initiative and Partnership I-81 project.
- Represented the Georgia Department of Transportation in connection with the I-285/I-20 West Interchange project.
- Represented the University of Florida in connection with the P3 development of a new on-campus central energy plant.
