Rinaldo Martinez is Of Counsel in Ballard Spahr’s Consumer Financial Services Group. Rinaldo regularly counsels institutional investors, private equity funds, domestic and foreign banking institutions, national mortgage lenders, consumer finance companies, Fintech companies, servicers, and other financial services companies on all aspects of federal and state consumer credit regulation. He also represents marketplace participants of non-consumer assets including, but not limited to, commercial real estate.

On the federal level, Rinaldo’s practice has focused on the changes to the consumer credit landscape brought about by Title X of the Dodd–Frank Wall Street Reform and Consumer Protection Act of 2010, which created the Consumer Financial Protection Bureau (CFPB). Notably, Rinaldo has technical knowledge of the alphabet soup of laws and implementing regulations within the purview of the CFPB, including the Truth in Lending Act (TILA), the Real Estate Settlement Procedures Act (RESPA), the Equal Credit Opportunity Act (ECOA), the Home Mortgage Disclosure Act (HMDA), and the Fair Debt Collection Practices Act (FDCPA), as well as regulations issued by agencies such as the Department of Housing and Urban Development/Federal Housing Administration (HUD/FHA), Fannie Mae, Freddie Mac, Ginnie Mae and the Department of Veterans Affairs (VA). Rinaldo also has experience addressing issues related to privacy and consumer reporting matters under the Gramm-Leach-Bliley Act (GLB), and the Fair Credit Reporting Act (FCRA).
