Adrian King focuses his practice at the intersection of law and government. With his extensive government sector experience and deep knowledge of the governmental and regulatory process, Adrian provides his clients with the benefit of an insider’s perspective as he works to achieve their goals and objectives. He regularly represents clients before federal, state, and local executive branch and administrative agencies, as well as legislative bodies and committees, with an emphasis on gaming, state attorney general enforcement actions, and government affairs. Adrian is a Co-Practice Leader of both the firm’s Gaming practice and its Government Relations and Public Policy Group.

Government Service

Over the years, Adrian has served the public by playing several high-level roles within Pennsylvania state government. Most recently, during the years 2013-2014, he was First Deputy Attorney General in the Pennsylvania Office of Attorney General, where he was involved in numerous high-profile matters, including the Commonwealth of Pennsylvania v. Philip Morris USA, Inc., litigation, which restored payment to Pennsylvania of $126 million in tobacco master settlement funds, and the reversal of Pennsylvania's ban on same-sex marriage.

Adrian also previously held other significant positions in state government. In February 2005, he was appointed to Pennsylvania Governor Edward G. Rendell's Cabinet, serving as Director of the Pennsylvania Emergency Management Agency. In this position, he oversaw the development and administration of the Commonwealth's comprehensive all-hazards disaster mitigation, preparedness, response, and recovery programs, and managed an annual agency budget in excess of $100 million.

During the years 2003 and 2004, Adrian served as Deputy Chief of Staff to Governor Rendell. In this position, he oversaw the Commonwealth's public safety and homeland security functions with respect to both operations and policy, and served as the Governor's day-to-day and emergency point of contact for Pennsylvania's State Police, Office of Homeland Security, State Fire Commissioner, Department of Military and Veterans Affairs (including the Pennsylvania National Guard), Department of Corrections, and Board of Probation and Parole.

Adrian also served as the Governor's liaison to the Departments of Banking and State, as well as the Pennsylvania Gaming Control Board (PGCB) and the Pennsylvania Department of Revenue, with whom he worked closely on the implementation of expanded gaming in the Commonwealth. He also coordinated the Governor's response to the Department of Defense's BRAC 2005 process, including oversight and management of the Rendell v. Rumsfeld litigation.

  • Counsel to NCR Corporation, Simplex Grinnell, Teradata Corporation, Shuffle Master, the Philadelphia Phillies, and Everi (formerly Global Cash Access) in connection with Pennsylvania gaming vendor applications.
  • Counsel to CanAm Enterprises in connection with its successful effort to obtain approval to provide Immigrant Investor Program (EB-5) financing to Pennsylvania Casinos.

  • Representation of a summer camp operator in connection with a pandemic-related business suspension and subsequent consumer refund requests.
  • Representation of a multinational consumer electronics retailer in connection with an investigation of gift card fraud.
  • Representation of a nonprofit, physician-evaluation organization that certifies physicians practicing in certain specialties in connection with allegations of mismanagement. Investigation concluded with no action taken by the attorney general’s office.
  • Representation of a large regional mortgage lender and affiliated real estate brokerage in connection with allegations of discriminatory lending practices.
  • Representation of a merchant-focused, alternative financing source in connection with alleged violations of the Pennsylvania Rental-Purchase Agreement Act.
  • Representation of a pest control company in connection with alleged violations of the Pennsylvania door-to-door sales law.
  • Counsel to a leading drug wholesale company in connection with multistate attorney general investigation into opioid sales and marketing practices.
  • Representation of a multination chemical manufacturing company in connection with allegations of per- and polyfluoroalkyl substances (PFAS) contamination of residential groundwater.
  • Representation of a national waste collection and recycling company in connection with consumer complaints over allegations of undisclosed fees and costs.
  • Representation of a national real estate investment trust in connection with consumer complaints regarding rental apartment utility billing practices.
  • Representation of a national on-demand prepared food delivery service relating to alleged labor law violations.

  • Representation of AT&T in federal and state government relations matters relative to its proposed acquisition of T-Mobile.
  • Representation of LightSquared before federal executive branch agencies in connection with its development of a nationwide wireless broadband network.

  • Representation of UGI Corporation (Amerigas Partners) in connection with amending certain Pennsylvania Department of Labor & Industry regulations.
  • Representation of Oracle Corporation before the Pennsylvania Governor’s Office of Administration.

Public-Private Partnerships

  • Counsel to a consortium consisting of Amtrak, Jones Lang LaSalle, and Merchant Equity Group in connection with the construction of transportation-oriented development to be located at Amtrak’s North Philadelphia Station.
  • Counsel to the Commonwealth of Pennsylvania in connection with the proposed lease of the Pennsylvania Turnpike; secured the largest bid for a public asset in U.S. history: $12.8 billion.
  • Counsel to the Commonwealth of Pennsylvania in connection with the development of a Marine Container Terminal Facility to be located at the Philadelphia Naval Shipyard.
