Cole Konopka is an associate in the firm’s Finance Department, focusing his practice on public finance matters. He serves as bond, disclosure, and underwriter’s counsel in the issuance of a variety of tax-exempt and taxable debt instruments. He prepares offering statements and transaction documents including bond documents, loan agreements, resolutions, certificates, legal opinions, and other closing documents in tax-exempt and taxable issuances. Cole has extensive experience navigating federal, state, and local laws pertaining to land use and special purpose districts and municipalities.

Prior to joining Ballard Spahr, Cole represented various municipal utility districts, revised contracts for both public and private entities, and advised on the creation of special purpose districts in Texas. He is responsible for the sale of approximately $120 million in tax-exempt bonds for the financing of public infrastructure. Cole also has experience drafting easements, consents to encroachment, deeds of trust, development financing agreements, and various memoranda.
