Brent R. Heberlee represents local governments, public agencies, higher education institutions, nonprofits, and businesses in a range of public policy matters. He has over 15 years of federal lobbying experience, and regularly provides clients with strategic advice and government relations support in Congress and the Executive Branch. Brent's practice emphasizes matters involving appropriations, energy, natural resources and the environment, financial services, telecommunications, and federal land use.

Brent combines years of legal and public policy experience with his background in private industry and as a senior-level staffer in the House and Senate to develop and execute effective advocacy programs for his clients. He helps local governments and universities secure federal funding, nonprofits advocate for clean energy and climate change programs, and businesses navigate the regulatory process by working with officials in Congress, the federal agencies, and the White House.

Prior to entering private practice, Brent served as Legislative Director and Counsel for U.S. Senator Richard Bryan (D-NV) and as Legislative Director for U.S. Representative Jim Bilbray (D-NV). He began his career working for Senator Harry Reid (D-NV) and maintains a strong working relationship with the entire Nevada congressional delegation. He also served as Executive Director of Federal Relations for SBC Communications, Inc., one of the world's largest telecommunications providers.

Representative Matters

  • Successfully worked with the House and Senate Appropriations Committees to secure more than $200 million in federal funding to support the research mission of a major university
  • Developed successful advocacy plan for local government to authorize Title XVI water recycling project and secure funding from the Bureau of Reclamation
  • Advised county water agency and local water management district on federal funding opportunities in California drought relief legislation
  • Assisted higher education, local government, and private business clients with developing effective strategies to compete for federal stimulus funds
  • Assisted local governments with drafting and implementing federal legislative proposals, resulting in thousands of acres of federal land being released for local government use and private development
  • Successfully worked with Congress to secure support for the largest-ever telecommunications industry merger
  • Represented online fantasy sports and casual game provider in pursuing revisions to the Unlawful Internet Gambling and Enforcement Act and delaying implementation
  • Assisted university with outreach to the Department of Homeland Security and National Guard Bureau to market the school's first responder training facility
