Jennifer Brooks serves as bond, disclosure, and underwriter’s counsel in the issuance of a variety of tax-exempt and taxable debt instruments, including general obligation bond issuances, lease purchase transactions (certified and direct leases), revenue-backed financings (secured by sales taxes, property taxes and system revenues), and direct loans to governmental entities. She prepares offering statements, federal tax certificates, and continuing disclosure undertakings. Jennifer also has experience counseling governmental clients on compliance with both federal and state securities and tax regulations.
While in law school, Jennifer served as the Senior Executive Editor for the Washington University Law Review and was the Vice President of the Women’s Law Caucus.
