Ballard Spahr’s Teri Guarnaccia Elected President of National Association of Bond Lawyers

Teri M. Guarnaccia, a Finance Partner in Ballard Spahr’s Baltimore office, has been elected President of the National Association of Bond Lawyers (NABL).

NABL’s mission is to promote the integrity of the municipal market by educating its members on the laws affecting state and municipal bonds. It offers members a forum for the exchange of ideas and provides commentary and recommendations on legislation and regulation at the federal, state, and local levels of government.

As NABL President, Ms. Guarnaccia will serve as spokesperson for the organization, which represents more than 2,500 public finance lawyers across the country. She has served on the NABL Board of Directors since 2014, including terms as Secretary, Treasurer, and President-Elect. She also previously served as Chair and Vice Chair of NABL’s Securities Law and Disclosure Committee and has been a member of the Bond Attorneys’ Workshop Steering Committee and NABL's Board Nominating Committee.

In her practice, Ms. Guarnaccia focuses on public finance, while also representing clients in real estate finance transactions. She acts as underwriter's counsel and bond counsel in a variety of tax-exempt and taxable bond financings.

Ms. Guarnaccia’s work includes serving as bond counsel to the State of Maryland, participating in more than 60 innovative public-private partnerships for student housing transactions nationwide, and representing the New York City Housing Authority in the closing of the one of the largest public-private partnership tax credit bond deals in U.S. history.
