Lila Shapiro-Cyr, a real estate attorney based in Ballard Spahr’s Baltimore office, has been selected to receive the Leadership in Law award from the Daily Record, a statewide legal and business publication. The award recognizes Ms. Shapiro-Cyr’s outstanding career accomplishments, extensive community involvement, and significant mentoring activities, which have established her as a leader in the legal community.

Ms. Shapiro-Cyr, a partner in the firm’s Real Estate Development and Complex Transactions Group, is among 27 members of Maryland’s legal community who will receive the Leadership in Law award at a ceremony on November 19 at the BWI Hilton in Linthicum Heights. The winners will be profiled in a special magazine inserted in the Daily Record’s Nov. 20 edition and available online at

Ms. Shapiro-Cyr has forged a reputation in the region and beyond as a talented and dedicated attorney who uses her skills and energy to achieve professional excellence and to advance civic causes while serving as a leader, mentor, and role model in the legal community.

Ms. Shapiro-Cyr has represented large, national developers and other regional and national companies, as well as nonprofits such as schools, hospital systems, and government agencies, in significant real estate projects and transactions in Maryland, regionally, and throughout the Mid-Atlantic. She has provided extensive pro bono legal services to nonprofit organizations. Her wide-ranging community involvement includes leadership positions in a variety of civic and professional organizations.

Ms. Shapiro-Cyr has represented major developers in acquisition, leasing, financing, and development of mixed-use projects at prominent sites in Baltimore City, throughout Maryland and the District of Columbia, and nationally, including office, retail, residential, and parking components. Her nonprofit clients include a major hospital system, which she represents in significant real estate projects, as well as numerous public housing authorities, which she represents in redevelopment efforts with multi-layered financing. She is an active member of the Maryland State Bar Association and former Chair of its Real Property, Planning, and Zoning Section and its Legislative Liaison Committee.

Ms. Shapiro-Cyr serves on the Board of Trustees of the Lawyers’ Committee for Civil Rights Under Law, and on the Boards of Directors for Kol HaLev, Inc., Park School, and Comprehensive Housing Assistance, Inc. (CHAI). She previously served on the Boards of Directors for Chesapeake Search Dogs and for Harbor City Services Inc., a nonprofit that creates and fills jobs as part of its mental illness and substance abuse recovery program.

Among her pro bono efforts, Ms. Shapiro-Cyr represented a middle school for girls from families of limited economic means in the acquisition of its school building. Along with other Ballard Spahr real estate attorneys, Ms. Shapiro-Cyr represented the Housing Authority of New Orleans pro bono in connection with post-Katrina redevelopment and recovery.

Ms. Shapiro-Cyr has significant involvement in mentoring younger attorneys at the firm, particularly in the Baltimore office, and she is responsible for training real estate associates firm-wide.
