Emilie R. Ninan, a public finance partner at Ballard Spahr and the future President of the North American South Asian Bar Association (NASABA), will become Managing Partner of the firm’s Wilmington office on July 1, Mark Stewart, Chair-elect of the firm, announced today.

Ms. Ninan succeeds Tobey M. Daluz, who has been named Professional Personnel Partner for the 475-attorney law firm. In this role, which also takes effect July 1, Ms. Daluz will oversee the recruiting and professional development of associates and of counsel for the firm’s 13 offices nationwide.

Ms. Ninan is the partner responsible for the firm’s public finance practice in Delaware and serves as bond counsel, underwriter’s counsel or other counsel on a range of general obligation, revenue and conduit municipal bond financings. In addition, she advises on Uniform Commercial Code matters and represents corporate, banking, and nonprofit clients on loan documentation, contract negotiation, project finance, and other commercial transactions. She will become President of NASABA in 2012.

“Ballard Spahr has a terrific team in Wilmington and I’m looking forward to serving them as Managing Partner,” Ms. Ninan said. “As the founding partner of this office, Tobey has been an integral part of our growth and success. I am deeply indebted to her and delighted that we will continue to work together.”

Ms. Daluz advises clients in matters involving corporate restructuring, workouts, and general bankruptcy litigation. She is Co-Chair of Ballard Spahr’s Diversity Committee and has been ranked by Chambers USA and by The Deal as one of the top bankruptcy lawyers in the nation. Ms. Daluz also is an appointee of the U.S. Court of Appeals for the Third Circuit’s Lawyers Advisory Committee, which comments on proposed rules of the Circuit and acts as a liaison between the court and the legal community.

“Emilie’s legal skills, combined with her deep roots in the Delaware legal community, made her a natural choice to assume the leadership of our Wilmington office,” Mr. Stewart said. “Like Tobey, Emilie is dedicated to ensuring that our clients are well served, that we attract the best lawyers, and that we continue to be a good citizen of Wilmington.”
