Joseph A. Fanone, a public finance partner at Ballard Spahr and former Assistant Attorney General for the Commonwealth of Pennsylvania, will become Managing Partner for the Washington, D.C., office, Mark S. Stewart, Chair-elect of the firm announced today.

Mr. Fanone is known for his work representing underwriters, financial institutions, trustees, and real estate developers, hospitals, universities, and other borrowers in tax-increment, housing, not-for-profit and other tax-exempt financings, restructurings, and default administration. He also advises clients on securities and disclosure laws, particularly as they relate to municipal finance.

“I am looking forward to collaborating with our Baltimore and Bethesda offices to further develop Ballard Spahr’s thriving regional presence in the Baltimore-Washington area,” Mr. Fanone said. “We will continue to grow our established core practice areas of real estate development, housing, energy, public finance, litigation, and tax, and explore expansion into complementary areas such as regulatory and capital markets.”

Mr. Fanone succeeds Allan R. Winn, who will return to his active real estate finance and development practice, which focuses on multifamily housing, commercial real estate finance, and default loan issues. Mr. Winn has more than 30 years of experience with national secondary-market and multifamily housing programs, including conduit, HUD, Fannie Mae, Freddie Mac, and Ginnie Mae.
