Joseph Kanefield, General Counsel to Arizona Gov. Jan Brewer and President-elect of the State Bar of Arizona, will join Ballard Spahr's Phoenix office in May as a partner in the Litigation Department and a member of the Government Relations, Regulatory Affairs and Contracting Group, firm Chair Arthur Makadon announced today.

Mr. Kanefield has extensive experience as a litigator at all levels of federal and state courts. As General Counsel, he has advised Gov. Brewer and the State of Arizona in litigation involving the state budget, civil rights, immigration, gaming, and health care issues. Before joining the Governor's Office, Mr. Kanefield served in the Arizona Secretary of State's office as State Election Director and in-house counsel. He also was an Assistant Attorney General and an attorney with the Arizona Department of Revenue.

"Joe has a sterling reputation in Arizona and a set of skills developed over many years at the highest levels of state government," Mr. Makadon said. At Ballard Spahr, Mr. Kanefield will concentrate his practice on government relations, civil and appellate litigation, public-private partnerships, administrative law, state and local tax matters, gaming, and election and campaign-finance law.

Mr. Kanefield's arrival signals another development in the continuing expansion of Ballard Spahr's litigation capabilities in the West. In March, Brent Baker, former special counsel in the Securities and Exchange Commission’s Division of Enforcement, joined as a litigation partner in Ballard Spahr's Salt Lake City office. Last fall, the firm opened an office in San Diego—its 13th nationwide—with a team of white collar litigators from La Bella & McNamara. Ballard Spahr also has western offices in Los Angeles, Las Vegas, and Denver. The firm's litigators represent national and international clients, including large and small companies in the public, private, and nonprofit sectors.
