Monique DeLapenha, a real estate lawyer well known for her work in public and affordable housing, has joined Ballard Spahr as a partner, firm Chair Arthur Makadon announced today.

Ms. DeLapenha, most recently a partner at Wolf Block, has joined the Real Estate Department and Housing Group and is resident in Ballard Spahr's Philadelphia office. She will focus her practice on the development, financing, and regulation of public housing projects around the country.

"The addition of Monique will, in my view, give us the most formidable public housing group in the country," Mr. Makadon said. "We expect the practice to be exceedingly busy and, with the impact of the federal economic stimulus package, to grow even more rapidly."

Ms. DeLapenha has a B.A. in political science and history from Emory University and earned her J.D. from the University of Pennsylvania Law School. She is admitted to practice in New York and Pennsylvania.

"Being a part of Ballard's preeminent affordable housing practice will allow me to expand my practice," Ms. DeLapenha said. "There are enormous opportunities for those who can interpret and optimize the application of the new stimulus regulations."

"Monique DeLapenha is a highly respected housing law attorney who has successfully represented housing authorities and local governments in Pennsylvania and New Jersey for more than 10 years," said Paul K. Casey, co-chair of the Ballard Housing Group. "With her many talents, skills, and outstanding reputation, Monique will work very effectively with our national housing group. We are very glad she is coming and look forward to working with her."
