Cahava Springs Development Corp. is in the negotiating process for its new 982-acre master-planned community in Cave Creek. Homes range in price from about $700,000 to $950,000. Building the new community will require a new 2.5 mile paved road to the development and a water system that would connect to the town's system.

"Homeowners in the small town of Cave Creek have been split on the project," said Ballard Spahr attorney Bill Hicks. "There are some that like the idea of having a water supply, while others don't like the idea of a big master-planned community that could urbanize their remote property."
