A former U.S. attorney and longtime right-hand man to former Arizona governor and Homeland Security Secretary Janet Napolitano has joined Ballard Spahr LLP’s white collar crime and government relations practices in Phoenix, the firm said Monday.

Dennis K. Burke, who had his own practice and worked for a private security consulting company he co-founded after he resigned as U.S. attorney in 2011, will be of counsel at the law firm. He was Napolitano’s longtime chief of staff during her tenure as Arizona’s governor and served as her senior adviser in the early months of Barack Obama’s presidency before he was confirmed as the state’s top federal prosecutor in September 2009.

Burke told Law360 that he has had close relationships with several attorneys at Ballard Spahr for years, including Kenneth M. Jarin, the Philadelphia-based leader of the government relations, regulatory affairs and contracting group that Burke has joined. His “high comfort level” with the firm extends to its Phoenix office, where he has history with its partners John G. Kerkorian and Joseph A. Kanefield. He said he would be bringing several clients to the firm.

“I’ve done a lot of [work] in the last couple years on investigations and internal investigations,” he said. “I’ve also represented victims of fraud schemes.”
