Ballard Spahr has a new office leader in Wilmington, Delaware, as the current head of the Delaware practice is taking a broader leadership position overseeing the firm's public finance practice.

Emilie Ninan, who has run the firm's Wilmington location since 2011 and served on the firm's partner compensation committee, will now lead the firm's 50-lawyer national public finance department, the firm announced Tuesday. White-collar defense litigator Beth Moskow-Schnoll will take over from Ninan as managing partner of the 16-lawyer Delaware office.

Ninan is taking over one of the larger public finance departments of the Am Law 100 firms—and one she said is unique in that public finance is its own department in the firm alongside four other departments such as litigation and real estate. The group also spans most of the firm's 14 offices and practices in every state.
