Indian American bond lawyer Emilie R. Ninan Jan. 3 was named chair of Ballard Spahr's Public Finance Department. Ninan has been a member of the firm's partner compensation committee and previously served as managing partner of the firm's Delaware office.

As public finance chair, which she takes over for William C. Rhodes, she will oversee national strategy and administration for the department.

"Whether infrastructure, tax credits, education, housing or healthcare—we are well-positioned to play a leading role in the national development priorities of the new presidential administration, as we have in the past," Ninan said in a statement. "The lawyers in our group are at the top of their game, working on economic development projects of national and local significance. They're also terrific people and I'm delighted to continue working with them in this new role."
