Ballard Spahr has a new Chair of the firm's Public Finance Department and a new Managing Partner of the Delaware office.

Emilie Ninan, who had been Managing Partner of the firm's Wilmington, Delaware, location since 2011, will now lead the firm's 50-lawyer national Public Finance Department, the firm announced. White-collar defense litigator Beth Moskow-Schnoll will take over from Ninan as Managing Partner of the 15-lawyer Delaware office.

Ballard Spahr has one of the larger public finance departments among Am Law 200 firms, with lawyers based in most of the firm's 14 offices and practices in every state. Ninan replaces former Public Finance Department Chairman William C. Rhodes.

Moskow-Schnoll said the firm is currently looking to add two new associates in Wilmington, in litigation and bankruptcy. She said she is also interested in adding more depth in the real estate, patent litigation, and intellectual property practices there.
