According to attorneys who specialize in financial services, these products are appealing to banks because of potential fee revenue and untapped markets of consumers. Stefanie Jackman, a partner in the Atlanta office of Ballard Spahr LLP, noted that prepaid debit cards also are a way to give funding and liquidity to underbanked or unbankable customers, and the reloadable cards appeal to parents who need to provide funds to their college-aged children without granting them access to open lines of credit.
