A Common Pleas Court judge is slated to rule on a zoning appeal for the historic Levy-Leas Mansion in Philadelphia's University City section. The University of Pennsylvania owns the mansion, at 40th and Pine Streets, and Jonathan Weiss, of Azalea Gardens Partners, is the developer. Two years ago, Mr. Weiss and Penn won a zoning variance and demolition approval to erect a five-story apartment building, which was later appealed by a homeowners association and rental-property owners.
