A judge on Thursday rejected a bid by an aide to Arizona Attorney General Tom Horne to have limits on donations to candidates declared unconstitutional, saying the aide, Kathleen Winn, has no standing to challenge the laws.

At issue is $513,340 spent on a last-minute TV commercial for Attorney General Horne’s 2010 campaign by Business Leaders for Arizona. The group was run by Ms. Winn, who had worked on the attorney general’s primary campaign but left to set up an independent committee for the general election.

In issuing the ruling, the judge accepted arguments by Ballard Spahr attorney Joseph A. Kanefield, who represents the office of Secretary of State Ken Bennett, that the case should be dismissed. Mr. Kanefield pointed out that a county prosecutor has yet to decide whether to seek civil penalties against Ms. Winn or Mr. Horne under campaign finance laws. The question of the campaign limits becomes relevant only of that occurs, Mr. Kanefield argued.
