An undeveloped 10-acre parcel along Route 70 in Cherry Hill, N.J., is at the center of a dispute between the Township and the land's owners, who are represented by Ballard Spahr.

The owners, who obtained approvals more than a decade ago to build an off-track betting parlor at the site, hope to offer lucrative sports betting in the future. Township officials, however, consider the site to be better suited to a corporate campus, possibly one that would ensure that Subaru of America will remain in the area.

Ballard Spahr partner Barbara A. Casey, who represents the landowners, expects a legal fight if the Township tags the parcel as "an area in need of redevelopment," which she called a ploy "to exercise condemnation powers in order to transfer the land to private ownership." Ms. Casey added that her clients have no interest in selling the property. "We intend to fight any attempt by Cherry Hill Township to designate the property as [blighted]," she said.
