The University of Pennsylvania and developer Jonathan Weiss are seeking zoning relief for a proposed five-story, 122-unit, market-rate student housing development at 40th and Pine Streets in Philadelphia, where a historic mansion sits.

After Penn argued its case during an October 24 Zoning Board of Adjustment hearing, not enough time was left for the board to hear testimony from all of the neighboring residents who oppose the plan. The ZBA is expected to schedule another hearing to hear that testimony.

Ballard Spahr real estate partner Matthew N. McClure is representing the university. He called two witnesses to testify on Penn’s behalf at the hearing: Paul Sehnert, the university’s director of real estate development, and Harris Steinberg, executive director of PennPraxis, which is PlanPhilly’s parent organization and the “applied research arm” of Penn’s School of Design.
