A proposed five-story residential building at 400 S. 40th Street is compatible with the surrounding neighborhood, Ballard Spahr partner Mathew N. McClure told the Spruce Hill Zoning Committee. Mr. McClure, who represents project developer Equinox Management and Construction, said that although the neighborhood's zoning is typically reserved for single-dwelling homes, the project site "is surrounded by multifamily homes that either received zoning variances or had been multidwelling homes for so long that they were grandfathered in."
