Arizona Attorney General Tom Horne has amended his campaign finance reports from 2010, within days of learning he is under investigation by the FBI for alleged violations. The amended reports contain newly reported contributions from his sister and brother-in- law.

Ballard Spahr government relations partner Joseph A. Kanefield, former elections director for the Secretary of State’s Office, said that candidates often revise their old reports to add in personal information on contributors. He added that the office encouraged committees to amend reports when needed. “I can’t recall a situation where a political committee amended all of its reports at one time, but it is certainly possible that it happened.” Experts on campaign finance say it's not the norm for so many amendments to be made, after so much time has elapsed, as in the case now under investigation.
