Attorney Joseph A. Kanefield persuaded an Arizona appellate court to steer clear of a dispute over Medicaid funding. Mr. Kanefield, arguing for Governor Jan Brewer, said the judicial branch had no business telling the Legislature how to appropriate state funds.

The Arizona Court of Appeals agreed. “These are not issues a court should review; it is not our constitutional role to assess the soundness of the state’s financial prioritizations,” the court said in its decision.
