In the aftermath of the child-sex-abuse scandal at Penn State University, its board of trustees has appointed former FBI Director Louis Freeh to head up the independent investigation into who knew what, and when, and what went wrong. Mr. Freeh said that no one would be exempt from the investigation, with total transparency as the goal.

Gaining cooperation from university officials might prove difficult. But Ballard Spahr litigator Henry E. Hockeimer, Jr., who investigated the webcam scandal for the Lower Merion (Pennsylvania) School District, stated that some officials might cooperate simply because they fear non-cooperation would make them look bad. "It's sort of a balancing test," Mr. Hockeimer said.
