Emilie Ninan, who oversees Ballard Spahr’s Public Finance practice in Delaware, was recently named managing partner of the firm’s Wilmington office. In this Q&A, Ms. Ninan shares her thoughts on the current legal climate, her enthusiasm for The First State, and what drew her to public finance law.

“Public Finance law is about getting projects done. It’s about finding a lower-cost way to build roads, expand hospitals, improve education facilities, and spur economic development. It’s about helping a worthy nonprofit grow and ensuring that people have the benefit of affordable housing and access to water and sewer. Right now, paying for things isn’t easy. The cost pressures people feel at home are being felt by governments, nonprofit organizations, and manufacturers all over the country. It’s more important than ever that the people handling public finance, including the attorneys advising them, are smart, agile, and forward thinking.”
