Emilie R. Ninan, a public finance partner at Ballard Spahr and the future President of the North American South Asian Bar Association (NASABA), has become Managing Partner of the firm’s Wilmington office. Ms. Ninan is the partner responsible for the firm’s public finance practice in Delaware and serves as bond counsel or underwriter’s counsel on a range of general obligation, revenue, and conduit municipal bond financings.

Ms. Ninan succeeds Tobey M. Daluz, who has been named Professional Personnel Partner. As such, Ms. Daluz will oversee the recruiting and professional development of associates and of counsel for the firm’s 13 offices nationwide. She will continue to be resident in Wilmington.

“Ballard Spahr has a terrific team in Wilmington and I’m looking forward to serving them as Managing Partner,” Ms. Ninan said. “As the founding partner in this office, Tobey has been an integral part of our growth and success. I am deeply indebted to her and delighted that we will continue to work together.”
